You can apply the ThermaHeat RV Holding Tank or Step Heater Pad with Thermostat # 277-000164 to the side of your tank if you like, it certainly won't harm anything, assuming it is not touching any conductive surfaces. The reason they are supposed to be under the tank though is to ensure the best heating, so try to get the ThermaHeat Pads # 277-000164 as low as possible to spread the heat throughout the tank where the water is.
